Llega el general, pero no la ayuda: Quinta parte de la serie “6 Días con 3 Gringos en el Puerto Rico post María”

A poco más de una semana del huracán María, mucho personal militar llegaba a Puerto Rico, pero la ayuda seguía sin llegar a la gente.

Día 2: Viernes 29 de septiembre. Nueve días después de María

La primera parte de nuestro segundo día fue bastante rutinario. Fuimos a la oficina central de la Cruz Roja en Hato Rey, donde Vito y Phil entrevistaron a la directora de comunicaciones. Luego quisieron ver un lugar de distribución de suministros y algún centro de refugiados y los llevé al complejo deportivo de Hato Rey. En el coliseíto Pedrín Zorrilla tendrían el refugio y en el coliseo Roberto Clemente, el centro de distribución.

Al llegar, nos topamos con mucha vigilancia en la entrada principal de la avenida Roosevelt. El acceso estaba dividido en dos carriles y de acuerdo a la información que se le diera a los oficiales de la policía que estaban allí, enviaban a uno por una de las dos vías.

El oficial que nos atendió fue muy amable, pero no nos dio acceso. Nos explicó que necesitábamos autorización para poder pasar y para solicitarla, me pidió mi número de teléfono para entonces enviarlo al departamento de comunicaciones del municipio de San Juan. Se lo di teniendo por seguro de que nadie me iba a llamar.

De ahí nos fuimos al Centro de Convenciones, donde nos topamos con unas cuantas protestas de escasos participantes y muy mal organizadas. Eso sí, una de sus exigencias (tenían varias que no tenían absolutamente nada que ver con el huracán) era muy válida: la lentitud de la ayuda a las áreas más remotas. Más tarde en el día, según comenzamos a recorrer la Isla, nos fuimos dando cuenta de que efectivamente, la ayuda no estaba llegando ni siquiera a las áreas más accesibles de Puerto Rico.

En medio del ruido de la protesta mi teléfono sonó y para mi sorpresa, era una oficial de prensa del municipio de San Juan indagando sobre mi solicitud de llevar a los videógrafos al complejo deportivo. Le expliqué quiénes eran y les di el nombre de la fundación a la que pertenecen. De inmediato, pero de forma muy cortés, me denegó el acceso al complejo ya que solo se lo estaban dando a “medios reconocidos”.

“O sea, que solamente los ‘medios reconocidos’ tienen el derecho de informar”, pensé, pero no le dije. Colgué.

Recorrimos entonces la zona portuaria aledaña al Centro de Convenciones y comprobamos una vez más lo que nos dijeron los empleados de muelles el día anterior. Vimos que había muchísimos contenedores refrigerados aguardando salida. Pero, como nos habían explicado, la carga no estaba saliendo principalmente porque los comercios que la recibirían la estaban dejando en los muelles porque no tenían el diesel para sus sistemas de refrigeración. O sea, que a nueve días del huracán, en los puertos aún había un gran tapón de diesel y alimentos. Mientras, grandes segmentos del pueblo rayaban ya en la histeria haciendo filas de horas porque se percibía “escasez”. Peor aún, otra porción de puertorriqueños aislados en las montañas no estaba recibiendo nada.

Aprovechando que ya estábamos allí, verificamos si algunos de los tres hoteles que están en el distrito de convenciones tenía cupo para esa noche. Parecería sencillo, pero la gestión nos tomó mucho tiempo. Aun así en todos la contestación fue la misma: “Lleno”. Con la poca señal que llegaba a mi teléfono verifiqué otra vez varias páginas de reservar hoteles. Todas indicaban que San Juan completo y varias millas a su redonda estaba “sold out“.

Regresamos a la zona portuaria de Isla Grande y fue cuando coincidimos con la formación de una gran escolta que poco después salió del aeropuerto Ribas Dominicci. Era el general Jeffrey Buchanan, que acababa de llegar a Puerto Rico.

O sea, que seguía llegando personal de apoyo, equipos de ayuda, pero la ayuda no estaba llegando a donde tenía que llegar. Era desesperante. Mis visitantes, veteranos ya de estas situaciones volvieron a recalcarme que en todas las catástrofes en Estados Unidos ocurre igual.

Luego de hacer unas llamadas a la fundación desde su teléfono satelital, Vito determinó que debíamos movernos fuera del área metro. Estábamos por descubrir cosas peores.
